Implementation Conference Participants 

Representatives of stakeholder groups which are key to addressing the 4 conference issues.

Attendance was by invitation: international and regional bodies representing stakeholder groups will be asked to identify participants through consultations within their groups.

Journalists were invited to attend. Representatives of governments and intergovernmental bodies will be invited to attend as observers and resource persons.
