ACTION PLAN: Network of Oil-Affected Communities (formerly known as Angola/Shetland Exchange) This is a final draft proposal insofar that this was the direct outcome of the discussions at the workshop. Another meeting is planned to reach consensus in relation to agreeing the partners, the content and the way forward (London, December 2002).
Project Outline
Title : Network of Oil-Affected Communities (NOAC) Owner : The lead organisation is proposed to be the Stakeholder Forum for Our Common Future. The invited partners will be from Angola, Nigeria and Shetland (UK) at this stage. These partners will be a cross-section of representatives from Angola including the recently established Coalition for Reconciliation, Transparency and Citizenship; Development Workshop; GEMIO ABC; and Environmental Rights Action/Oilwatch (Nigeria), Shetland Islands Council, the Unst Partnership (Shetland), and the Stakeholder Forum for Our Common Future. All of the invited partners have yet to agree to this proposal and confirm their participation within the programme.
Project Purpose : Aims & Objectives : To enable communities affected by fossil fuel extraction to gain tangible and sustainable benefits from engagement with the oil industry. Those benefits will be social, economic and environmental and will support, and be linked to, good governance. Sustainable Development Agreement Targeting: Agenda 21 & Millennium Development Goals.
Outputs / Activities : a. Networking
b. Identification of best practice and lessons learnt through sharing experience · set up website (including good practice & lessons learned links page) · identify skills through the network and establish referral and advice service
c. Funding · identify sustainable sources of funding the network · identify local initiatives (involving partners) for funding · develop appropriate vehicles for oil companies to invest in community development
d. Joint action between network partners · develop a media campaign strategy amongst the partners · commission research studies through network (e.g. comparison of environmental protection Shetland & Angola) · promote community based awareness raising exercises
Priority activities: · commission research studies through network (e.g. comparison of environmental protection Shetland & Angola) · identify sustainable sources of funding the network · identify locations of affected communities and appropriate agencies within them (>>Project Underground and ECA-Action as source networks) · set up e-mail list serve · facilitating exchange visits by journalist · set up website (including good practice & lessons learned links page) · promote activities which link local communities and community organisations with national governments and business;
