Views of the Group of 77 and China on the Process, Form and Scope for the 10-year review of progress in the implementation of Agenda 21 and Sustainable Development  

The Fifty Fourth Session of the UN General Assembly requested the Secretary-General to include the views of member states in a preliminary report, requested by the Commission on Sustainable Development at its Seventh Session and invited Governments to submit their views to the Secretariat with a view to provide guidance to the Secretary-General in preparation of his report. The Group of 77 and China wish to propose the following elements for the ten-year review process, in addition to submissions by individual members of the Group:

1. NATURE AND FORMAT

CSD-8 should determine the basic elements for the Rio+10 process. The General Assembly should elaborate on the form, scope and nature of the process and adopt a resolution in this regard.

The Group of 77 and China is of the opinion that the ten-year review conference should be held outside New York, in a developing country, during June 2002 for the duration of one week and the attendance should at least be at Ministerial level.

Participants should include, but not necessarily be limited to, the following:

* Governments -developing countries, in particular LDCs should be assisted to participate fully in the conference.

* Relevant UN Agencies

* Secretariats of the Rio and post-Rio Conventions relevant to Agenda 21

* Secretariats of the relevant UN Commissions (Social Development; population and Development; Status of Women; and Human Settlements)

* Major Groups as defined in Agenda 21.

 

Major groups from developing countries should be assisted to participate in 'order to ensure a fair balance between developed and developing country major group representation in the event.

 2. PREPARATORY PROCESS

In order to ensure a successful outcome of Rio+10, timeous and high-quality preparations would be needed. Hence, a substantive preparatory process, open to all UN members, should precede CSD- 10.

National preparatory processes should include all major groups and should review the implementation of Agenda 21, focus on successes, gaps and problem areas and should identify priorities for the future work programme of the Commission on Sustainable Development.

Regional preparatory processes should be established to determine regional priorities and identify successes, gaps and obstacles in the implementation of Agenda 21, based on the outcomes and conclusions reached by the national preparatory processes. The priorities and elements for the future programme of work, identified during the region preparatory processes, should inform the global process.

Developing countries would need t ' al and financial assistance from the international community prepare effectively for and participate in these national and regional processes.

The related outcomes of Cairo+5, Beijing+5, Istanbul+5 and Copenhagen+5, should feed into the review process. The outcomes of the South Summit and the Global conference on Finance for Development could also add value enrich this process.

  The following reports should inform the review process:

·                    Reports from governments, National Councils/focal points for Sustainable Development

·                    Regional Reports

·                    Reports from the relevant UN Agencies

·                    Reports from the Convention Secretaries related to Agenda 21

A comprehensive assessment of the implementation of Agenda 21, carried out by the UN System for en year period since 1992, should be made on the basis of t date adopted by CSD during this period. An assessment should be made of the mechanisms established to support the implementation on of Agenda 21, with a view to improve the coordination and comprehensive implementation of Agenda 21.

  3. SCOPE

The Rio+10 process should be action oriented and should focus on the integration of environment and development and the implementation of Agenda 21. The Conference should re-activate the global community's support for sustainable development and sustained economic growth and it d reinforce commitments to Agenda 21. However, Agenda 21 should not be re-negotiated.

There should be a fair balance between issues related to development and environment, and between the sectoral and cross-sectoral issues of Agenda 21.

Based on the review process, the Rio+1O Conference should confirm the priorities and emerging issue e focused on during the next ten-year programme. This programme should be focused, implementable, measurable and enable within this time framework. The Conference should approve appropriate solutions to the obstacles and key problems identified during the preparatory process and adopt the programme of for the next ten years for the improved implementation of A 21.
