OF THE GROUP OF 77 AND CHINA ON THE PROCESS, FORM AND SCOPE FOR THE TEN- YEAR
REVIEW OF PROGRESS IN THE IMPLEMENTATION OF AGENDA 21 AND SUSTAINABLE
Fourth Session of the UN General Assembly requested the Secretary-General to
include the views of member states in a preliminary report, requested by the
Commission on Sustainable Development at its Seventh Session and invited
Governments to submit their views to the Secretariat with a view to provide
guidance to the Secretary-General in preparation of his report. The Group of 77
and China wish to propose the following elements for the ten-year review
process, in addition to submissions by individual members of the Group:
NATURE AND FORMAT
should determine the basic elements for the Rio+10 process. The General Assembly
should elaborate on the form, scope and nature of the process and adopt a
resolution in this regard.
The Group of 77 and China is of the opinion that the ten-year review
conference should be held outside New York, in a developing country, during June
2002 for the duration of one week and the attendance should at least be at

in 'order to ensure a fair balance between developed and developing country

In order to ensure a successful outcome of Rio+10, timeous and
high-quality preparations would be needed. Hence, a substantive preparatory
process, open to all UN members, should precede CSD- 10.
National preparatory processes should include all major
groups and should review the implementation of Agenda 21, focus on successes,
gaps and problem areas and should identify priorities for the future work
programme of the Commission on Sustainable Development.

Reports from the Convention Secretaries related to
comprehensive assessment of the implementation of Agenda 21, carried out by the
UN System for en year period since 1992, should be made on the basis of t date
adopted by CSD during this period. An assessment should be made of the
mechanisms established to support the implementation on of Agenda 21, with a
view to improve the coordination and comprehensive implementation of Agenda 21.
Rio+10 process should be action oriented and should focus on the integration of
environment and development and the implementation of Agenda 21. The Conference
should re-activate the global community's support for sustainable development
and sustained economic growth and it d reinforce commitments to Agenda 21.
However, Agenda 21 should not be re-negotiated.
